Overview

The APEC Workshop on Strengthening Youth Work in the APEC Region, held in Ha Noi, Viet Nam on July 30-August 1, 2008, focused on participants’ perspectives on youth work in the APEC region and encouraged idea-sharing among economies to promote youth participation in the workplace. Presenters emphasized that most learning is not institutionalized but informal and life-long. Essential attitudes and skills for success in the workplace were discussed including organizing, leadership, humor, flexibility, analyzing, self-confidence, and accountability. 

In preparation for the conference, participants developed presentations about projects or activities that encourage youth to participate in society. Attendees from Indonesia, the Philippines, Chile, and Viet Nam provided presentations.

Summary

Non-formal Learning

 

Examines terms such as “non-formal education”, “formal education”, and principles of non-formal education such as experience, reflection, conclusions, and adaptation of experience upon which new experience can be developed. It also suggests ways for non-formal learning to occur by creating space for defining learning expectations and providing opportunity for young people to take responsibility for activities.

Youth Participation

 

This presentation considers the definition of youth participation, benefits for youths who participate, how to encourage it, and how youths could contribute to society. In addition to analyzing the concept of “youth participation” it also challenges participants to define “children’s participation” and “adolescent participation”. The more youths actively participate in making decisions and gaining experiences, the more they will want to be involved in these activities. Levels of participation evolve from passive participation to active participation and include receiving information, consultation, deciding together, acting together in partnership, and support of initiatives.

ASEAN Cooperation on Youth

 Indonesia

This presentation recognizes that youths are an untapped resource for development as well as key agents for social changes, economic development and technological innovation. Activities and programs that the Association of South-East Asian Nations (ASEAN) has implemented are understood to encourage youths to be active in the workplace. These include Indonesia’s ASEAN Youth Ambassador project and ASEAN Goes to School. Further plans for developing the program are described.

Strengthening Youth Work in the Philippines

 Philippines

The potential of Filipino youth for leadership roles in society and the economy is outlined in this presentation. Major concerns and strategies to increase youth involvement are addressed. These include lack of involvement of youth, presence of youth organizations, time needed to implement, the creation of the National Youth Council and the National Youth Parliament. The presentation also discusses other youth-oriented programs that give power to youth and empower them such as Youth Week, the NYC Volunteer Program, Healthy Lifestyle Campaign, Sangguniang Kabataan (Youth Councils), the National Service Training Program, and the Youth Entrepreneurship Program.

Best Practice Examples- Voluntary Activities

  Vietnam

The youth movement in Vietnam has swept the nation and now millions has of members that have raised significant sums for youth-enabling programs. Volunteers participate in varied activities, including blood donation, blue summer campaign (a volunteer program that helps construct buildings in remote and poor areas), and “Helping Hands (a non-profit organization that collects donations to distribute them to those in need)”. The youth movement also supports HIV/AIDS prevention through the dissemination of education including information desks, rallies, and awareness campaigns across the nation.
