Introduction:
This HRDWG Workplan sets out the 2010 work plan for the Human Resources Development Working Group (HRDWG) based on its overall mission of: “Sharing knowledge, experience, and skills to strengthen human resource development and promote sustainable economic growth.” The HRDWG conducts projects on developing human resources, touching on issues ranging from education to labor/social safety net to capacity building. In addition, the HRDWG has responsibility for building cultural awareness and gender equity. The HRDWG conducts its work through its three networks: the Capacity Building Network (CBN); the Education Network (EDNET); and the Labour and Social Protection Network (LSPN).
The HRDWG 2010 work plan includes holding the 2010 HRD WG Ministerial to establish HRDWG-wide priorities covering areas of Labour and Social Protection, Capacity Building, and Education. It also responds to the APEC 2010 priorities (including growth strategy), the HRDWG independent assessment and the 2008 Peru Education Ministerial priorities of: Mathematics & Science Education, Career and Technical Education (CTE), Learning Each Other's Languages, ICT and Systemic Reform.
Proposed Work Plan and Concrete Deliverables for 2010 in Response to Leaders/ Ministers/SOM Decisions and SCE Priorities.
Key activities of the work plan include:
- Conduct activities to prepare for and hold an HRD Ministers Meeting
- Respond to priorities for APEC 2010, which are Regional Economic Integration, Growth Strategy and Human Security. Given its crosscutting role, HRDWG will contribute to each of these three pillars especially in formulating a growth strategy for inclusive growth in the Asia-Pacific region.
- Respond to the recommendations of the HRDWG independent assessment
- Complete ongoing and proposed projects and disseminate findings from recently completed projects.
The workplan deliverables respond to APEC Leaders and Ministers priorities through the three strategic objectives of HRDWG in the working group’s Terms of Reference of:
A. Objective: Develop 21st Century Knowledge and Skills for All
B. Objective: Integrate HRD into the Global Economy
C. Objective: Address the social dimension of globalization
The work plan also reflects the organizational objectives of establishing HRD WG priorities and effective dissemination and knowledge building from current and former projects.
A. Objective: Develop 21st Century Knowledge and Skills for All
This HRDWG objective aligns with the SCE priority of developing human capital and SCE funding priority of long-term inclusive growth. Regional experts from research and the corporate sector urge focusing education and training systems to develop a combination of 21st Century academic and workplace skills. Thus, specific aims for the HRDWG in undertaking this objective are to teach 21st century academic content, build 21st century skills including critical thinking and problem solving skills, communication skills, creativity and innovation skills, collaboration skills, and information technology and media literacy skills.
Activity A.1. Develop the knowledge and skills needed for all workers and citizens to succeed in the Knowledge-based economies by focusing on education for long-term inclusive growth with emphasis on Education Ministerial priorities of Mathematics & Science Education, Career and Technical Education (CTE), Learning Each Other's Languages, ICT and Systemic Reform. A.1.1 Mathematics & Science Education
Mathematics and Science can no longer be viewed as subjects relevant only to scientists and engineers. Mastering mathematical and scientific principles is essential to navigating the data-driven and technological world of the 21st century, no matter one’s industry. The projects have focus on presenting mathematics and science standards in the APEC region; innovations through Lesson Study including classroom videos of mathematics teachers, and a stress on equality of gender access to high quality mathematics and science instruction. A.1.2. Career and Technical Education (CTE).
Career and Technical Education (CTE) covers academic education combined with real-world application and is becoming more vital as the workforce is constantly adapting to new technological innovations and workers transition to multiple jobs over a lifetime. CTE has been an area of concern for HRD's Labour and Social Protection Network, and this concern has now extended to EDNET. Related projects:

A.1.3. Learning Each Other's Languages
Because we now live in a global economy, being able to speak others’ languages and communicate in culturally sensitive ways is essential to trade and other forms of international exchange. The Ministers released a strategic action plan and recommendations for priorities of learning each other's languages. Related projects:

A.1.4 ICT and Systemic Reform
Effective implementation of ICT and systemic reform are necessary for ensuring a 21st Century education. Technology must be fundamentally integrated into classroom instruction, performance measurement, and accountability systems just as it has been integrated into every other facet of modern life and exerts influence over how we live individually and in social networks. Related projects:

Activity A.2: Share knowledge on developing skills for inclusive growth and sustainable economic development.
This objective establishes the importance of sharing knowledge and skills for inclusive growth and sustainable economic development across the APEC region. It includes education for enterprise (including business, trade, and entrepreneurial knowledge), the international education of students attending institutions in different APEC economies, and the many forms of international online and distance learning. This objective will be a way to accomplish the APEC goal of shared prosperity harmonized with economic and non-economic value. Specific aims for the HRDWG in undertaking this objective are to:
A.2.1 Encourage the development of entrepreneurial skills in international trade participation.

A.2.2 Improved enterprise and sectoral responsiveness and performance, particularly in terms of the adoption of high-performance oriented managerial practices
• HRDWG will complete HRD 05/2008 - Research on the Impact of Performance-based Remuneration Systems on Productivity Performance of SMEs. (ongoing)
• HRD 01/07A - Increasing the Productivity through High Performance Workplace Systems (completed).
B. Objective: Integrate HRD into the Global Economy
This objective, which aligns with the SCE objective for regional economic integration, establishes the importance of sharing knowledge and skills across the APEC region. It includes education for enterprise (including business, trade, and entrepreneurial knowledge), the international education of students attending institutions in different APEC economies, and the many forms of international online and distance learning.
Activity B.1 Share knowledge and skills across the APEC region to: 1) develop common understandings about qualifications, skills, and professional recognition in order to facilitate the mobility of students, workers, managers, and academics to enable them to be more competitive in the global skilled labor market. 2) Reduce barriers to the cross-border exchange of education and training, 3) Cooperate on the delivery of quality APEC-wide education and training. Activity B.3 Share knowledge on protection of Intellectual Property Rights to enhance the overall competitiveness of emerging enterprises, including SMEs, by preparing and strengthening these enterprises’ entry into the global supply chain through the production of goods and services that respect IPR. Related projects:

Activity B.4: Build 21st century language skills to facilitate trade and other forms of international exchange. Related projects:

C. Objective: Address the social dimension of globalization
This objective recognizes that our interdependent world requires appropriate governmental supports to enable and support economies that address the social dimension of globalization. Aims of this objective include: strengthening economies to prevent long-term employment disruptions; using evidence to guide policy development; and, addressing human and environmental needs associated with economic development.
Specific aims for the HRDWG in undertaking this objective are to:
- Foster economic development to enhance growth and employment creation and alleviate poverty
- Strengthen social safety nets
- Work toward environmentally sound and sustainable economic growth
- Promote Education for Sustainable Development (ESD)
Activity C.1: Foster economic development to enhance inclusive growth and employment creation and alleviate poverty through identifying effective strategies to address the digital divide by strengthening IT training materials launching. Related projects:

Activity C.4: Promote Corporate Social Responsibility Awareness and Capabilities. Related projects:

Activity C.5: Develop capacity of policymakers, program planners, and decision-makers in formulating, implementing, and evaluating policies and programs on social integration.
D. Organizational Objective: Establish HRD WG priorities and effectively disseminate and build on the body of knowledge from current and former projects
Activity D.1 Hold the HRDWG Ministerial in 2010 in China to establish a focused set of long-term HRDWG priorities. Under China’s leadership, the HRDWG Ministerial will give special attention to strategies for inclusive growth by addressing the cycle dimensions of the current fiscal crisis including government income support responses. The China Ministerial will also address long-run structural responses to the crisis, through such means as TVET.
Activity D.2: Continue to strengthen dissemination and provide digital copies of project products, recent and current (e.g., academic papers, presentations, training manuals, websites, etc.) through the Knowledge Bank Wiki including by:
• Summarizing and posting recent and current project findings on the Knowledge Bank Wiki and continue to update information as emerging information becomes available. Members will also nominate additional researchers to contribute to the wiki, thus facilitating collaboration in a growing network of contributors.
• Create a wiki section of wiki pages that cut across several projects relevant to emerging research in Technical and Vocational Education and Training (TVET).
Anticipated Activities and/or Proposed Work Plan with outside organisations in response to Ministers’ call for greater engagement with: Business Sector and Other Organisations/Stakeholders, including the IFIs and other International Organisations
A. Activity HRDWG recognizes that Human Resources Development is a priority across many outside organizations with potential benefits in project effectiveness and efficiency accruing from collaboration. Activities include:
• Implement joint APEC HRDWG -SEAMEO conference on Language Learning
• Work with the Hewlett Foundation and others on developing “Open-Content” resources so that all APEC Economies will have access to the best information from leading educational universities and other areas related to human resource development.
• Continue to collaborate with World Bank Institute in the dissemination of products from HRD 02/2008: A Collaborative Study on Innovations for Teaching and Learning Mathematics. HRDWG will also collaborate with international development organizations on the dissemination of products from 03/2009A - 21st Century Mathematics and Science Education for All in the APEC Region: Strengthening Developing Economies and Gender Equity Through Standards, Assessments, and Teachers.
Identify cross cutting issues and explain how they will be coordinated across Fora.
A. HRDWG recognizes that Human Resources Development is a priority across many APEC Fora with potential benefits in project effectiveness and efficiency accruing from cross-fora cooperation. Activities include soliciting collaboration with the:
- Economic Committee on activities strengthening the APEC inclusive growth agenda
- SME WG on activities related to strengthening SME training
- Gender Network Focal Point with emphasis on encouraging girls in math and science education
- Several APEC fora including the SME working group on language education
